NATIONAL RADIO FREQUENCY ALLOCATION TABLE OF MONGOLIA

Amendments to the Radio Regulations under the International Telecommunication Union (ITU) are adopted at the World Radiocommunication Conference (WRC), the highest-level decision-making conference. Based on these amendments, Mongolia revises and updates its National Radio Frequency Allocation Table (NRFAT) to ensure alignment with international standards.

·         The initial version of Mongolia’s NRFAT was approved by Order No. 3003 dated November 29, 1999, covering frequency allocations in the 9 kHz to 200 GHz range.

·         The second version, based on the decisions of WRC-03, was adopted by Order No. 123 of the Minister for Infrastructure, dated June 5, 2003, without changes to the table format.

·         Following WRC-12, a revised frequency planning document titled “National Radio Frequency Band Plan” was approved by the Director of the Information Technology, Post and Telecommunications Authority on February 4, 2013, by Order No. 27, expanding the frequency allocation range to 8.3 kHz to 275 GHz.

·         Based on the outcomes of WRC-15 and the updated ITU Radio Regulations, the Director of the Communications and Information Technology Authority issued Order A/59 dated December 27, 2016, approving the next version of Mongolia’s National Radio Frequency Allocation Table as an annex.

·         In alignment with the decisions adopted during WRC-19, and amendments to the ITU Radio Regulations, the table was again updated and approved by Order A/80 dated June 9, 2020, issued by the Director of the Communications and Information Technology Authority.

·         Following the enactment of the revised Law on Licensing in 2022 and subsequent amendments to the Law on Radio Waves, adopted on January 6, 2023, the Minister for Digital Development and Communications approved the updated NRFAT by Order A/42 dated May 9, 2023.

·         Most recently, in accordance with the outcomes of WRC-23 and the updated 2024 ITU Radio Regulations (ITU RR 2024), the Minister for Digital Development, Innovation, and Communications approved the latest revision of the National Radio Frequency Allocation Table by Order A/46 dated March 10, 2025.You may access the current version of the National Radio Frequency Allocation Table of Mongolia .

 PROCEDURES ON THE PLANNING, REPLANNING, ALLOCATION, AND USE OF RADIO FREQUENCY BANDS

The planning of radio frequency bands is carried out in accordance with the principles of implementing the State policy on radio spectrum management, Ensuring the efficient and interference-free use of spectrum, and promoting fair and transparent allocation of radio frequency bands.

This Procedure was approved as an annex to Order A/48 dated April 21, 2020, of the Director General of the Communications and Information Technology Authority (CITA), and governs the legal and operational relations concerning the planning, replanning, allocation, and utilization of radio frequency bands based on Mongolia’s National Radio Frequency Allocation Table (NRFAT).

 PROCEDURE FOR MAINTAINING A UNIFIED RADIO FREQUENCY ALLOCATION REGISTER

To ensure the efficient, interference-free , optimal allocation of radio frequencies, it is necessary to register detailed information related to the use of radio frequencies and bands specified in Mongolia’s NRFAT. This includes data on spectrum users (legal entities and individuals), technical parameters of radio equipment, and the operational characteristics of frequency use.

A unified database must be maintained for the purpose of storing, updating, protecting, and disseminating frequency usage information.

This procedure was approved as an annex to Order A/47 dated April 21, 2020, issued by the Director General of the Communications and Information Technology Authority.
