In accordance with Article 25.2 of the Law on Child Protection, the Communications Regulatory Commission (CRC) of Mongolia is mandated to develop and disseminate guidelines and directives to protect children from harmful digital content, including online games and materials that may adversely affect their physical, mental, or moral development. The CRC is also tasked with monitoring compliance with these directives across digital platforms and services.
In line with this mandate, the following initiatives have been implemented:
I. Educational and Awareness-Raising Activities
1.1. www.ekids.mn Website and Social Media Channels
Since 2013, the CRC has been operating the website www.ekids.mn to support its legal mandate. The site offers educational content for children, parents, guardians, and educators, promoting safe and responsible internet usage and raising awareness about online risks. It features articles, guidelines, training materials, and recommendations aimed at preventing harm to children in the digital space. The website is also accessible to users with visual impairments.
1.2. Advocacy and Outreach Activities
The CRC conducts various public outreach activities to promote a safe online environment for children, including:
• Organizing multi-stakeholder discussions, meetings, and seminars on the topic of online child protection.
• Launching nationwide public awareness campaigns.
• Organizing competitions and contests involving child participation.
1.3. Training Programs
The CRC provides child online protection training tailored for the following target groups:
• Children;
• Parents and guardians;
• Teachers and education sector professionals;
• Government officials.
II. Technological Measures
2.1. Government Case Work Channel (Meta / Facebook)
Since October 2019, the CRC has been collaborating with Meta (Facebook) under the “Green Channel” initiative. Through this secure escalation channel, the CRC reports and restricts illegal or harmful content child-harming.
2.2 Internet Watch Faoundation (IWF) system
With the support of the United Nations Children's Fund (UNICEF), Mongolia became a member of the Internet Watch Foundation (IWF) in 2020. Reports can be submitted to the IWF system in Mongolian, Kazakh, and English via the www.ekids.mn portal. The IWF is an organization dedicated to protecting children by facilitating the removal of online images and videos of child sexual abuse and exploitation through a collaborative model that unites governments, law enforcement agencies, the private sector, and civil society organizations.

Since 2013, the CRC has collaborated with mobile network operators and internet service providers on the regulation of harmful and illegal content. In cases where content published online is found to be in violation of the laws of Mongolia, technological measures are implemented to restrict access to the corresponding website from within the territory of Mongolia. This is executed based on the official decisions and conclusions of competent authorities, by blocking the website's Domain Name System (DNS) registration.
2.4. YouTube Trusted Partner
Since May 2021, the CRC has been collaborating with the YouTube platform as a "Trusted Partner," enabling the reporting of illegal content through an expedited channel.
