BROADCASTING REGULATION

Under its authority granted by Mongolia’s Law on Broadcasting (2019) and Law on Communications (2001) , the Communications Regulatory Commission (CRC) implements regulatory measures to foster a competitive, transparent, and non-discriminatory broadcasting sector that serves public and national interests.

Key Regulatory Measures:

  1. Issuance of broadcasting service licenses;
  2. Ensuring transparency in the ownership of broadcasting service providers and taking measures to prevent excessive media concentration;
  3. Promoting fair and efficient competition in the broadcasting market by aligning with state policies, future trends in communications and broadcasting development, technological advancements, and user demands;
  4. Establishing and enforcing license terms and conditions for broadcasting service providers;
  5. Approving and monitoring compliance with content requirements for radio and television programs;
  6. Regulating advertising content on radio and television in accordance with Article 24.2 of the Law on Broadcasting and monitoring its compliance;
  7. Adopting and ensuring compliance with programming guidelines to protect children from inappropriate content on radio and television;
  8. Regulating the basic packages of multichannel distribution service providers;
  9. Implementing other mandates as stipulated under the Law on Broadcasting and the Law on Communications.

Categories of Broadcasting Services
As per Article 6.1 of the Law on Broadcasting, broadcasting services include the following categories:
1.    Terrestrial radio and television network services;
2.    Multichannel distribution services;
3.    Public radio and television services;
4.    Commercial radio and television services;
5.    Free-to-air radio and television services;
6.    Subscription-based (pay) radio and television services.

Objectives of Broadcasting Regulation:
•    Ensure an efficient and competitive broadcasting market;
•    Promote and safeguard the independence of broadcasting;
•    Prevent excessive media ownership concentration;
•    Ensure equitable and inclusive access to broadcasting services that serve the national and public interest;
•    Support and foster the development of broadcasting services in Mongolia;
•    Ensure that broadcasting content does not negatively impact the upbringing and moral values of children and youth;
•    Promote and support the development of national content in broadcasting.
